JCTS Strategic Plan 2025

Forewords

All Aboriginal and Torres Strait Islander people have a right to culturally safe and responsive health care, free of racism and inequity.

Despite a number of improvements in the health care system, substantial disparities still remain in many health outcomes between Aboriginal and Torres Strait Islander people and non-Indigenous Australians.

We believe that the provision of culturally safe care in all primary healthcare settings is essential. This requires healthcare providers to acknowledge and address their own biases, attitudes and assumptions, as well as systems and policies, that might reinforce the colonialism, racism and privilege at the heart of health inequities.

JCTS was created with a fundamental purpose to improve healthcare for Aboriginal and Torres Strait Islander people through the delivery of cultural education and mentorship by ensuring GPs are equipped with the skills to deliver culturally safe health care for Aboriginal and Torres Strait Islander people.

I am proud of the progress and impact JCTS has already made to date and it gives me great pleasure to present the inaugural JCTS Strategic Plan. This Plan demonstrates our focus for the year ahead, aligned to six strategic themes.

I look forward to working with the community, our partners and stakeholders and the JCTS team to bring this strategy to life.

The JCTS regional teams have successfully delivered cultural education training to GP registrars across the country for both GP specialist colleges. We have been
focused on building and developing relationships with important stakeholders in the ACCHS sector, government services and non-government organisations across the country to promote key strategic initiatives from the national Aboriginal and Torres Strait Islander Health Training Strategic Plan.

The JCTS staff are the organisation’s greatest asset. The team has increased from 26 to 41 over the past two years, comprising of executive roles, regional managers,
senior cultural, cultural educators, program support, administration officers and Aboriginal and Torres Strait Islander Medical Education team.

JCTS offers a range of services and programs across the country including, Cultural Education Workshops for GP Registrars and Supervisors, Cultural Observation
Visits, Cultural Mentor Workshops, Practice Manager Workshops and comprehensive support for the ACCHS sector. We are proud to partner with TAFE NSW to deliver the Diploma of Practice Management for Aboriginal Medical Services course.

We aim to continue to deliver high quality cultural education that contributes to increasing the cultural safety and responsiveness in the GP workforce servicing the
community.
